Oleksandr Butenko
Oleksandr Butenko is a highly qualified specialist with many years of experience in the fields of public administration and energy. Throughout his career, Oleksandr has demonstrated a deep understanding of key processes in the areas of law, energy, and municipal infrastructure, as well as the ability to successfully manage large-scale projects at the state level.
In 2023-2024, Oleksandr held the position of Deputy Minister for Community Development, Territories, and Infrastructure of Ukraine, where he continued his work on important infrastructure and energy projects. In this role, he focused on the development and implementation of strategies for the thermal modernization of buildings, district heating and water supply enterprises, and distributed generation projects in communities. He was involved in the implementation of European integration legislation in the field of municipal infrastructure. He participated in the execution of large-scale infrastructure projects and coordinated donor assistance in the area of municipal infrastructure. In addition, Oleksandr actively worked on issues related to regulating the debt crisis in the utility sector, tariff formation in heat supply, including preparing a law on a moratorium on tariff increases during martial law, which protected consumers during this critical period, as well as a package of amendments to this law. He also worked on the Ukraine-EU Plan for 2024-2027.
Previously, in 2014-2015, he worked at the Ministry of Infrastructure of Ukraine, where he coordinated projects in the field of aviation, property, and port infrastructure development, contributing to the improvement of the country's transport logistics.
Oleksandr Butenko also headed the problem debt recovery direction at the Naftogaz Group. One of his significant achievements was the successful resolution of long-standing debt issues with chemical fertilizer manufacturers, industrial enterprises, and district heating companies, which allowed the state to recover tens of billions of hryvnias, restructure debt, and develop this area of work within the Naftogaz Group. He was also involved in establishing the retail and gas distribution sector and in the recovery of assets lost through illegal means, as well as in the development of legislation in the energy sector.
